Long-time Catoosa County sheriff Phil Summers announced he is publicly endorsing sheriff’s Maj. Gary Sisk to become his successor as Sisk prepares for a runoff election against fellow candidate Larry Black.

Summers decided earlier this year that he would not seek re-election, retiring from a 33-year career in law enforcement, the past 22 of which were served as Catoosa County Sheriff.

“I have put a lot of thought and prayer into this,” Summers said in a prepared statement. “But in the end, the choice was clear. … Gary Sisk is the right choice to be the next sheriff of Catoosa County.”

Summers said he “wants to leave the office in the hands of someone who understands how to treat his fellow man with dignity and respect and who also shares a passion for keeping the community safe from drugs and crime for the sake of the community’s children and grandchildren.”

Sisk and Black, the former commander of the Lookout Mountain Drug Task Force, are slated to have a runoff election on Tuesday, Aug. 21.

Black won the most votes in the primary election on July 31, but failed to acquire 50 percent of the votes.

Black says that he expected Summers to endorse Sisk, who is Summer’s long-time second in command.

“I’m disappointed, but not surprised,” Black said. “The people of this county have endorsed me with 43 percent of the primary vote. My campaign will stay focused on addressing the ever-increasing drug problems facing our youth.”

According to Summers, Sisk currently oversees the daily operations of the agency and all its divisions.

“Gary is someone I have grown to trust and respect over the years for many reasons, including his professionalism, his dedication to our community, and his strong character ” Summers said. “Gary also has high moral character, and is a likable and caring family man with a stable work history.”

Early voting for the Aug. 21 runoff begins on Wednesday, Aug. 15.

I will not be voting for Larry Black. I have been on the road when I've seen his 'campaign truck' disobeying SIMPLE traffic laws that I would have been ticketed for. If he doesn't even obey simple traffic laws....what else do you think I would expect from him if he was elected to office? My vote is going to be for Gary Sisk. Trustworthy, family man.

What a joke! Sheriff Summers and his man Chief Deputy Sisk signed off and sent the Tonya Craft case

to the district attorney and they put her in jail.

Talk about an abuse of power. How could anyone in good conscience vote for anyone associated with the current department. The good ole boy system stinks--just ask Ms. Craft. Kick them out and let's start over. Black has to be better than what we have.

the d.a. has the final word on the evidence,if the d.a. does'nt think the the evidence is there they /he can over ride anything the sheriff's office has and not pursue charges, then it's up to the d.a. to make the case, not the sheriff's office

I support Larry Black for Sheriff of Catoosa County because he is the ultimate professional law enforcement leader. I worked for him when he was Chief of Police of Fort Oglethorpe. He always treated staff fairly while upholding the absolute highest standards of performance and conduct. He helped staff upgrade skills and improve on a regular basis. He revised the FOPD Policy and Procedures Manual, sponsored ethics and other training to our officers, was strong and fearless in combating crime; he answered some dangerous calls alongside his officers. He kept to budget. His work has been outstanding as Commander of the Drug Task Force. He is a natural leader, always stressing the positive and encouraging all to do their very best. I hope you will vote for Larry Black in early voting for the run-off. Thank you.

It is my understanding Mr. Black was Commander of the drug task force for almost 5 years while being an employee of the Catoosa County Sheriff's Office assigned to that job and left there due to federal law involving the Hatch Act which states he could not run for any elected office and supervise a unit that recieves federal grant funds as part of their operating budget. The performance of the police department, the sheriff's office and the drug task force while he has been in positions of supervision have brought a great amount of success and respect among other agencies both by the officers behavior and the success of those agencies.

Larry is from job to job. He does not stay at any one job very long. We need a Sheriff that is dependable.
