Nearly four years after the city of Ringgold welcomed a senior living apartment complex, the council has unani-mously approved a request to subdivide 11 acres in order to assist with the second phase of the Lone Mountain Vil-lage complex off Chapman Road.

Property owner Brian White told the council that the request is a precursor to additional dwellings being built right next to the existing complex that currently houses 56 apartments for senior citizens.

"We're wanting to subdivide this property so that they can get started building more apartments," White said. "It's looking like construction could begin within the next 30 days."

The second phase of the project, which was initially expected to be an exact duplicate of the existing complex, is now expected to include more apartments than the first structure and could offer somewhere in the neighborhood of 60-65 apartments.

In other business, the council accepted an oil painting by local artist Garren Hall to be permanently displayed at Ringgold City Hall.

The painting, which is of the old Chow Time restaurant, was originally part of an art exhibit at the Beth Keller-hals Center for Visual Arts Education at Ringgold High School. The arts building was destroyed during the April 27, 2011, tornado that ravaged the structure.

"The painting was actually salvaged from the rubble after the tornado, and Mr. Hall would like to now donate the painting to the city," said city manager Dan Wright.

According to the narration that accompanies the painting, with nearly every piece of art found to be beyond re-pair, the Chow Time painting was found to only be dirty, with damage to the frame. A protective foam core that had been placed on the back of the painting during its original framing at Ringgold Art and Frame Shop helped prevent any puncture to the painting by debris during the tornado.

"We're very honored to receive this painting, and we will find a great place for it here at city hall," said mayor Joe Barger.

In other council business:

• The final reading of ordinance 2012-0611 on time limits during council meetings.

• The final reading of ordinance 2012-0611-2 on beer wine, and alcohol following additions to the language of the ordinance, which included fees and administrative cost.

• The charging of customers $75 for cutting off their water after hours because of leaks.

• The accepting of the first reading of ordinance 2012-0709 regarding a prosecuting attorney. They then approved the naming of attorney Shawn Bible as prosecutor and attorney James Ellis as substitute.

• The raising of the charge for an extra garbage can from $40 to $60.

• Asking the Ringgold Planning and Zoning Commission to look at amending the land subdivision ordinance to require the developer to install curb, gutter, sidewalks, tiled storm water structures, and uniform or individual lighting to be approved by the city.

• The changing of the July 5 work session to July 19 at 6 p.m.

The next regularly scheduled Ringgold City Council meeting will be held at Ringgold City Hall on Monday, July 9 at 7 p.m. with a work session slated to take place beforehand at 6 p.m.
