"Some of Rossville residents with septic systems have yet to pay the fee, which also face the same penalties, including water service disruption for non-payment." What? Those of us on septic must pay to have it pumped and hauled away. It does not go thru the city system. Why must we pay for a service we are not receiving? Will the cost of what we must pay to have our septics pumped be credited to offset our charge for not using the city system?
